for the following example:
%changelog
%include changelog.txt
You would also have to add changelog.txt as a source file as well.
So that would require adding 'Source123: changelog.txt' as well to spec file.
I think having a default filename for external changelog and to include it in
src.rpm archive would make the most sense.
In latest change it drops --changelog argument for rpmbuil, while in case
there's no %changelog section spec file, it'll use
%{_sourcerpm}%{name}.rpm.changelog for it and also include it in src.rpm.
