I've been up against this too and it's a horrible handicap but I have also found that MY small netbook (an asus eeepc) is also miserably short on CPU as well as RAM so that using Audacity and Rosegrarden together for example is totally impossible. No such problem on my HD g73 with i7 and 8gb. RESOLUTION is where it's at and I'll come back to this in a reply to the scrolling issue. This may not be good news but MY solution is a full-hd machine (regardless of size in-inches). There are several 12" models available now, I'm waiting for the prices to come down.
