It should.  It might be more obvious what's going on if you use the MIDI 
mixer panel.  That lets you access the volume and some (all?) other 
controls for each MIDI instrument in one place.

It could be possible, for example, that there's some kind of refresh or 
off by one kind of bug such that you move this knob here, and something 
over there actually responds.  If that should turn out to be the case 
(and I have no particular reason to expect that it actually would) then 
the MIDI mixer might help highlight the pattern.

Another possibility is that whatever you're using for GM doesn't respond 
to volume control messages, or it uses a funny curve that responds in an 
unusual manner.  There are eleventy billion different possible things 
Rosegarden could be talking to, and many strange things are possible.
