It lowers the volume but none of the settings have any > effect. Well, most of the settings on the ReplayGain plugin really will have barely any audible effect. In particular, the difference between track and album gain is often <1dB, not an audible difference, and if the track is having volume reduced the limiter will probably not be noticeable either. That said, I just gave it a try... And it looks like there's a bug when using the non-crossfade backend that some of the ReplayGain settings aren't applied correctly. (I tested this with the "pre-amp" setting, which does make audible changes.) If you switch the backend to crossfade then everything should work. Note that the settings appear to only be applied on track change with the crossfade backend, not realtime.
