Playlists are (in rhythmbox's internals) defined as a set or list of songs from the library, which means they can't include podcasts. The exception here is the play queue, which can include just about anything. This restriction is mostly intended to exclude items that are only sometimes available, such as files on media players, or that don't have persistant locations - IP addresses, port numbers, and media IDs in media sharing protocols can change without notice.
