Responding to all of your points together:

In the retreat report we wanted to be clear and transparent about this as a gap 
between where we are now and where some want us to be, but it wasn’t meant to 
be a statement that this gap could never be bridged.

The RPC are not yet using GitHub and I feel like we’ve reached the point where 
we need to see what the RPC commits look like and then work from there.  This 
move has so far been predicated on the switch of editing tools, but I will 
discuss with the RPC is some experimentation is possible before that so that 
people can see what these commits looks like.
