FileInputDStream should read old files when newFilesOnly is set to false
## What changes were proposed in this pull request?
When FileInputDStream has newFilesOnly set to false, it should actually
read old files.
Current implementation is to only go back the width of the remember window
(one minute).
## How was this patch tested?
Manual testing
You can merge this pull request into a Git repository by running:
