Ok, LGTM. I'm merging this into master and 1.6.
We can fix the thing @vanzin pointed out (about not adding the executor to
`executorsPendingToRemove` in the first place) later if necessary. It does
simplify the logic a little so I'm slightly in favor of doing it too. @GraceH
if you have time could you address that in a separate patch?
