does not need to listen for incoming connections anymore. The block manager
listens on its own port, so even without an external shuffle service, you
shouldn't need this (to correct my previous comment).
Ah, so it means master/driver should run a RpcEnv server, and
worker/executor should run a RpcEnv client? Never thought about it. I will
investigate it later when removing Akka.
