### What changes were proposed in this pull request? This PR proposes to improve `MapKeyDedupPolicy` so that avoid calling `toString`. ### Why are the changes needed? Currently, there are many code call the `toString` to get the string value. We should avoid the overhead of calling `toString`. ### Does this PR introduce _any_ user-facing change?
