IMPALA-14547: Bump up KUDU_VERSION to pick up KUDU-3716 Redhat 9 environments recently switched to OpenSSL 3.5.1. On those machines, the Kudu minicluster fails to start up with CSR signature verification error. KUDU-3716 fixed this issue. This patch update Kudu version to pick up KUDU-3716. Testing: Built new toolchain and pass data loading with it in Redhat 9.
