IMPALA-14508: Upgrade packages that require OpenSSL >=1.1.1 After dropping older platforms in IMPALA-14147, the supported distributions all have OpenSSL >= 1.1.1. This unblocks upgrades for packages that need OpenSSL >= 1.1.1. This adds builds for Python 3.10/3.11 and upgrades OpenLDAP to 2.5.
