IMPALA-14440: Set default http_socket_timeout_s
Sets a default http_socket_timeout_s of 600s, which is larger than the
default timeout for most load balancers.
A long default timeout is selected because ExecuteStatement blocks for
certain DDLs and while creating the query execution plan, both of which
can take minutes in large environments. Addressing IMPALA-2568 would
allow for a shorter default.
Testing: experimented with haproxy with shorter and longer timeouts.
