IMPALA-13158: Skip building Thrift for rust/dotnet
Skips building Thrift on rust (with-rs) and .NET core (dotnet in Thrift
11, netstd in Thrift 16). Avoids errors if rust compiler is old or
dotnet missing an SDK.
