I did some digging - I am fully convinced that this issue comes from this PR

and that line (and others like it, if they exist in that PR). I run RB as a 
directory in `https://example.com/reviewboard`, and that line would send 
the request to `https://example.com/r/_batch`, which is outside 
`/reviewboard`.
