Hello David, Im aware that we can upload files for an existing review. But We need to create reviews instead of updating the existing one.
Actually we have integrated the rbt command in tortoise svn client, where we are performing operations via client side hooks. Now, we are in a situation to create review for files that are not under source code (new review request only).
