I downgraded to version 3.6.2 and search indexing started to work. *Request RB team to update the link https://www.reviewboard.org/docs/manual/1.0/admin/installation/linux/ <https://www.reviewboard.org/docs/manual/1.0/admin/installation/linux/> mentioning only version 3.6.2 or 2.9.4 alone will work*.
