I haven't backported ReviewBoard 2.x to RHEL 6 because many of the dependencies that it relies on are not available in the RPM repositories (or are too old).
If you want to run Review Board on RHEL, I recommend either upgrading to RHEL 7 to use my RPMs or else install Review Board with easy_install instead of RPM (though you will be on your own if you have packaging issues).
