What steps will reproduce the problem?
1. Add some comment with 'Open an issue' flag in 'View Diff' section
2. Click 'Review' button and change this comment (dont see 'Open an issue'
flag )
3. Click 'Save'
4. Publish review
What is the expected output? What do you see instead?
In some cases, the flag 'Open an issue' will be disabled after editing
comment and comment will not be marked as issue. Please, check the problem.
Or add 'Open an issue' flag in 'Review' window.
What operating system are you using? What browser?
Windows 7 x64. Google Chrome 33.0.1750.146 m
