Describe the enhancement and the motivation for it.
I would like the ability to create issues on a review request that are not
associated with specific sections of code.
Issues do not always correspond to code. For example:
- A change causes a regression that the reviewer cannot tie to specific
code.
- A change needs to add some additional functionality to be 'complete' and
merge-ready.
