Interestingly, I got #982457 filed against debhelper asking for dh_fixperms being called "as late as possible". I guess that "kind of" conflicts with your wish (depending on the exact definition of "as late as possible"). Sadly, I do not have a clear view what the "perfect" order would be for these helpers at the moment. Anyway, I have added your remark to #982457 with this email, so I remember to consider dh_compress in the relative order of dh_fixperms.
