Plasma Dialer depends on KWin and Plasma Wayland Protocols, Spacebar (SMS messaging app) similarly depends on libplasma, so it would seem sensible to have these as part of Plasma releases.
Repo freeze is in 7 days time on 29th August. We can ask at the Plasma meeting next Monday. They're not the most active of projects but they are maintained. Jonathan
