If you want k3b to be moved to kdemultimedia, *you* *need* to pursue it.

as silent approval (even it's totally not what one should write to ask for
review and moving projects).
You still neeed to ask sysadmin to move your project, it won't happen if you
do not ask for it.
* k3b.org is still outdated. There was a suggestion to redirect to
https://
userbase.kde.org/K3b to which I asked "is there anything useful on k3b.org
or is it all 'old' and it doesn't matter if it gets lost?" and there was
no answer.

Announce it on the k3b mailing list (maybe even CC the kde-www mailing list if
you're feeling adventurous) and if noone disagrees for a week aprox create a
sysadmin ticket asking for it.
