*   Changing of the EPP XML URIs or making non-backward compatible changes to 
the XML schema files should not be classified as EPP, since the same client 
software cannot be used with the server independent of the server policy 
differences.

There are dozens of cases like this, and absolutely not transitory. There is 
unfortunately(?) no IETF protocol police.
And yes, everyone doing those changes are still calling the end results EPP.
Registrars won’t care so much about the name, but will have to deal with this 
complexity.

I do not actively work on it anymore, but it is still maintained and used by 
registrars, the opensouce Net::DRI
Client has to accommodate for all of this and looking at its sources can give 
one list of registries using
“EPP” for some definition of that.
