With this message the Chairs are closing this WGLC.

Unfortunately, this document did not achieve consensus sufficient to advance to 
being submitted to the IESG.

This document has gotten quite some discussion during WGLC.  One item in 
particular concerns the Chairs and that is the question of the scope of clients 
this specification should be responsible for providing a solution to.

Certainly one option could have been to keep the document as is and develop a 
separate document to address the clients that it has been suggested are not 
covered by this specification.  However, as the discussion of this question has 
not been covered by the WG at all up to this point, the Chairs find this 
question to be technically substantive and it is an issue that should be 
addressed by the working group outside of WGLC.  WGLC should be for stable 
documents and specifications.  When new technical questions are raised then 
those questions need full working group discussion and review.

The Chairs encourage the working group to continue the discussion of the scope 
of relevant clients.  Once there is a consensus response the working group can 
take the appropriate next step.
