[regext] document shepherds for RDAP document

The chairs expect to issue a WGLC last call for the following two 
documents next week:

https://datatracker.ietf.org/doc/draft-ietf-regext-rdap-partial-response/
https://datatracker.ietf.org/doc/draft-ietf-regext-rdap-sorting-and-paging/
However, we need document shepherds, one for each.  Any volunteers?
