With the publication of version 06 of draft-ietf-regext-launchphase, we believe it addresses all of your comments and questions, and is ready for IETF Last Call and IESG review for publication.

For your information, with respect to the question of phase discovery, the working group consensus is that we will produce a separate document to address this issue.
