See my previous response to Jody: strictly interpreting the fee
extension, we would not be allowed to return the right phase/subphase
combination, since, technically, multiple phases are continually active
at the same time in our model.
However (and I'm warming up to the idea), interpreting the "active"
attribute as *specific to a particular domain name* (rather than as a
general term) would indeed make it feasible.
