Good point.

On that topic, in Tuesday's call we briefly touched the question of what
constitutes an "active" phase in the context of the fee extension.
In my understanding, a phase is regarded as "active" if it is infinite
(no end date) or if its end date is in the future, regardless of its
start date. This means that even phases starting in the future are
deemed "active".
I'm not sure whether there was consensus about this interpretation in
the group.
