The draft-ietf-regext-epp-fees <fee:fee> “applied” attribute is optional but has a default value of “immediate” defined in the XML schema. The XML parser will set the default value automatically if it is not explicitly set, so if a fee is “delayed”, the client will be forced to pass the “applied” attribute with the “delayed” value if the server validates it. I propose on making the “applied” attribute truly optional with no default value, so that the server knows that is what either not specified or specified with one of the supported values to match against.
