Swat, by default, only answers requests generated from the localhost 
address.

Go into your /etc/xinetd.d/swat file, and add/modify the "only_from" line 
so that it reads:

only_from = 127.0.0.1, ip.add.ress.here, ip.bl.oc.k/ne.tm.as.k

And then restart xinetd
