I use iptables and have blocked all the netbios ports, but they are open when I run port scan as root, else as user they are filtered.

With tcpdump output, it is a little hard to say, since it works at a
lower level. iptables could be blocking this traffic, and you wouldn't
be able from this alone. Looking at 'iptables -L -n' might be
informative, or looking at your logs. The fact your system seems to be
communicating w! ith a number of other systems certainly raises some red
flags :/
What are you using for firewall rules now? (Sorry, missed the first
part of this).
