On my Latitudes, if pressing the power button powers the machine off completely rather than waking it up, it means that the machine was hung when it went into standby. (Usually, just pressing the power button has no effect at all when this happens, but pressing the button and holding it for 5-10 seconds will cut the power.) Various things can cause the hangup (X server is a likely candidate), but many of them have workarounds that can be enabled in /etc/sysconfig/apmd.
