Hi Wilson,
I installed today a RedHat 8.0 and this didn't happen.
I guess that at the installation process I choose the "US international"
keyboard. Also, I installed the additional language "Portuguese -
Brazilian".
My default language is English and the "ç" is printing fine in the graphical
environment.

PS: I don't think people outside Brazil would understand that "ccedilha"
means the "ç" character - as you meant in this subject...
