I haven't used any of these but the subject comes up quite a lot on Red Hat's video4linux list. Some USB cams seem to work rather well, according to Mark McClelland. http://alpha.dyndns.org/ov511/cameras.html As for the TVI, the ATI All-In-Wonder VE seems to be recognized out of the box (although one person reported he couldn't get his to work so it might depend on the revision number of the card). In any case, check and double check that the hardware you're buying will work on the distribution you'll be using.
