The short answer to this is yes and yes. Unlike Windows NT/2000/XP, which has registry settings and such that tell you which version it is (workstation vs. server) and won't let you install certain applications because of it, Linux (Red Hat or otherwise) makes the distinction between a server and workstation install, simply, by only installing what you'd need for a workstation, vs a server installation.
However, you can install any server application you wish, and turn your workstation into a server (quasi or otherwise), without fear of violating any sort of workstation/server licensing scheme.
