I'm no ipchains expert, but are you sure you want -I...that's used to insert a rule. Most likely the problem is still with ipchains...
But, also make sure you confirm that the ftp daemon is running using ps...try something like... ps ax | egrep -i ftp and you should get something back like 42124 ?
