Have you looked at /etc/xinetd.d
This directory will have some configuration files you might want to edit, by
default most network related programs are disabled.

I have installed Redhat Linux 7.2 on an Intel Pentium 4 system on 
a hard disk partition. I am not able to do telnet to the 
localhost. It says permission denied even if I try with root. 
Please tell me if there is any configuration change that I have to 
do.
