You can use either ipchains /or/ iptables - you can't use both.  In RH both 
are configured as loadable kernel modules so you can remove the rules and 
modules for one and then load the other if you so desire.  At boot time I 
beleive the init scripts will load /etc/sysconfig/ipchains first if it is 
there and /etc/sysconfig/iptables second.
