No, you could still have a fully functional FTP system with only 1 ip address. You'd just need to configure your FTP server to deliver directories based on what the user logs in as. For example, if I log into ftp as Site1_Admin the ftp server automatically dumps me into /var/www/html/Site1. If I log in as Site2_Admin it dumps me into /var/www/html/Site2. One pretty easy way to handle this is to create users with these directories as their home directory and set your FTP server up to only allow system users to log in to see their home dir.
