My apologies for the next question but, what should I do now that I know
where it is? Should I copy Makefile.global to ../../src/?

If it's not in the instructions you probably don't want it.

Maybe you're in the wrong directory. Do this:

        find ../.. -name Makefile.global -ls

and see where it is.
