Naturally, as soon as I posted a note I found the problem, but maybe this will help the other guy who was having problems. I tried creating a new user and it worked fine, and I checked the messages file to see why I was getting rejected.
I just had things reversed, I had put my user name in the ftpusers file, but the users in that file are the ones which CAN'T use ftp. Duh... Sorry for the interruption!
