I would qualify this a bit by making it clear that X, presumably due to its hardware-access requirements, is a special case. Most software certainly can be installed and run by a normal user, by specifying a - --prefix that is user-writable (e.g., home directory). Another category of exceptions to this rule includes server software that requires access to ports below 1024 and cannot or should not be moved to a high port. Just wanted to draw that distinction, since user-installable software on a secure system is not a familiar concept to people who come from other operating systems.
