in 7.2 and (i think) some earlier versions of red hat, i recall
that using "netconfig" to change a net card's properties, then 
de-activating and re-activating that interface has no effect.
why is this?

  as a test, i used "netconfig" to change the IP address on an
interface -- these new values were placed in the config file
/etc/sysconfig/network-scripts/ifcfg-eth0.

  but when i ran:

  # ifdown eth0
  # ifup eth0

the card still had its original properties.  running

  # service network restart

had the same problem.  rebooting would get the new properties
but that seems like pretty drastic action.

  what's the story here?  how is that net card hanging onto its
original configuration values even through ifdown and ifup
operations?
