I believe you are asking if you can use Linux as a Web Server (for 
example) if you have dynamic IP address.

The answer is yes.  You just need to subscribe to a Dynamic DNS Service.

My system is on ADSL and I subscribe to easydns.com.  When ever my IP 
address changes my system contacts easyDNS and updates its DNS entry.

There is a time lag of about 10 minutes.

Works very well....for the most part.  There could be problems if the 
other end wanted/needed to do a reverse lookup as that would fail.

Also, some ISPs will block you from running a service.  So, best to check 
to see what your ISP allows.
