the i-386 ISO's of enigma & installed it. We are using a Debian 2.2 (Our ISP
provide it) gateway for Internet access. When we are trying to work with
PGSQL we can't connect it except connecting locally.

You need to get into the file pg_hba.conf   You can change the access rights
from local only to whatever hosts you wish.  The default is a local user
access only though.  I can't say exactly where the file is kept, since you
may have changed the location.  Once you change the file, just reload
postgres and give the connect another try.  Hope this helps.
