Ok, so the special file is there as such, and does have a major/minor
number that's in order with my older, but probably congruent, system.

It's probably dynamically set when you try to use it--this happens with
ttys, for instance.  What are you running that tries to use it again?
If it's not suid, it'll probably change it to your user ID.  The question
now is whether the entire sound system has actually been set up correctly.
