freshrpms.net is run by Matthias Saou, who posts on RH's enigma-list every now and again. I first heard of freshrpms.net when he introduced it on linuxfr.org, the French slashdot. I presume the "fr1" means that it's a french version (how the fsck can you make a $LANG version of a server?).
