You're probably not going to achieve that result. Read the licenses, with special attention to issues of concurrent usage and client access licenses. I'll be very interested in any solution you come up with, because I've faced the same problem. The solution so far has always been to wean my people from the Microsoft apps they think they need. You can ditch Project ... there are other ways to accomplish its goals.
