It's simple -- they don't offer email pickup or delivery.

So basically you have only one choice -- when you're connected
to that ISP, shut sendmail off.  When you're connected to the other
ISP, turn sendmail on, and have it configured to use the "good" ISP's
mail server as your "smart host".  (If you try to send directly from
your box you're asking for grief and hassle.)
